  • Impact of 2010 Rating List on BIDs
    BIDs will be aware of the forthcoming rating list change, which comes into effect on 1st April 2010. The antecedent date for valuation purposes is 1st April 2008 and therefore on this occasion due to the recession the increases are higher than normal in many locations.
    The figures below gives a picture of the change in rateable values across a number of BIDs. The impact varies, with some areas facing a precipitous increase which will be an enormous additional cost to levy-payers, even if the levy itself is not affected by the change.

    The BID legislation leaves it up to each individual BID to define within their BID levy rules how they will calculate their levy charges. Many BIDs have fixed their values with the rating list that was in force at the time of their ballot, however some have written a rule that charges ‘current values’, ie. the values appertaining to the current rating list in force. Therefore, these BIDs will be switching from the 2005 list to the 2010 list in April mid-way through their BID term. Where this occurs there is no provision in the BID levy rules for transitional relief as applied with the business rate increases.
    A number of BIDs have been trying to find ways to manage these increases and/or alleviate the impact on their levy-payers by changes to their threshold or levy amount:
    Holborn have lowered their levy from 1% to 0.9% in their renewal ballot proposal;
    Ilford will be holding off on inflationary increases and adding contingency projects to their business plan to deal with the impact of revaluation on both businesses and their budget; and
    Paddington are considering reducing their levy rate mid-term.
    Be sure to be aware of the likely impact on BID levy-payers and on the BID budget so that you can articulate this in the billing leaflet going out with BID bills over the next few weeks.



    Bywaters recycling information for London BIDs
    Recycling isn’t just about dealing with the problem of waste; it’s about dealing with it in a way that is ethical and sustainable.
    This means that a BID wishing to increase their recycling rates cannot be complacent and must take responsibility for any direct or indirect action, which may impact on the environment.
    The benefits for BID recycling schemes are plentiful in particular the economies of scale – as it is more effective to collect from a number of businesses in a defined geographical area. With the steady rise in landfill tax a recycling scheme can also present the solution for a number of seemingly different priorities e.g. cost savings, sustainability and street cleanliness.
    Organisations such as Bywaters can work closely with BIDs to increase recycling rates and divert waste from landfill. Bywaters is one of London and the south east’s foremost Materials Recovery Facility (MRF) operators, offering a range of waste and recycling services.

    The Mayor’s Draft Transport Strategy
    In the November newsletter we presented the draft Mayor’s Transport Strategy which sets out the Mayor’s vision for transport in London over the next 20 years and describes how Transport for London (TfL) and its partners can deliver that vision. The consultation with the public and stakeholders runs until January 2010.

    Free"Surviving the Downturn"business seminars
    The London Development Agency (LDA) is extending its programme of free support and advice seminars so more of the capital’s small and medium sized businesses can benefit in 2010. During February and March the LDA in conjunction with KPMG and Lloyds TSB is hosting a series of free business strategy seminars for small and medium sized businesses called "Surviving the Downturn".
    These seminars have been specifically put together to help equip businesses with practical strategies for coming out of the recession and focusing on future growth. Each event will provide an opportunity to ask questions and network. The seminar topics are:
    • Managing the growth agenda (10th Feb 2010)
    • Family First (11 Mar 2010)
    In addition, at each of the seminars Lloyds TSB will discuss how SMEs can access finance.

    New London Architecture with Westminster City Council present the Living City Event
    NLA is the centre for London's built environment. The NLA programme of exhibitions, conferences and free talks brings together the key figures in London government, development and design to share knowledge, identify opportunities and debate the issues facing the industry. This one-day event, hosted jointly by NLA and Westminster City Council, will bring together leading property owners, occupiers and developers to discuss latest thinking on development in the City and hear about initiatives being brought forward by Westminster City Council.     The programme is primarily funded to help established businesses to win contracts. The usual entry point is two years+ trading experience and a turnover of over £100,000.
