25. Performance Measurement
Have processes been put in place to measure and report performance?
During first year of the BID
  • BIDs, with their accountable status, require a formalised process to measure performance and the nature of reporting of progress will be considered essential to build up a positive record of activity leading up to a renewal ballot.
  • Three types of measures are used in the templates:
    • input measures - that track BID action against original promises
    • output measures - that gauge opinions and collect statistics that may in part be attributable to the BID activity
    • operational measures - that monitor the essential tasks associated with managing the BID
  • Regular communication with levy payers is key to ensuring they have confidence that the projects and services set out in the Proposal are being delivered.
  • Tailor your communications. For instance, Head Office contacts may not want to know about every event or new shop opening, but will want to see annual reviews and statistics that will affect their bottom line.
  • Make sure that any review is concise. Head Offices with multiple businesses will be seeing many such reviews from BIDs each year and just want to see the facts set out clearly.
