3. Inclusive partnership
Is there a well established inclusive partnership in place that includes private sector, local authority and other key stakeholders relevant to the local area?
Between 18 months and two years before ballot
  • Identify all of the key stakeholders concerned with the ‘need’ such as
    • Businesses
    • Property owners
    • The Police
    • The local authority
    • Transport providers
    • Residents
    • Other partnerships
  • Define the level of ‘interest’
  • Are there any notable gaps/weaknesses? For instance:
    • Is one business sector or a key stakeholder not represented in the partnership?
    • Is the board dominated by one sector, like large businesses or property owners?
    • Is there a strong chair in place?
    • Are all of the board members actively engaged and positive towards a BID?
    • Are there a number of partnerships in the area working towards the same goal? If so, would it make sense for another partnership to consider delivering a BID? If not, how will the partnerships work together to ensure a joined-up approach to the area?
