6. Development resources
Has the partnership established a BID development budget and recruited a lead person and/or staff team together with confirming the BID concept as a board priority?
Up to 18 months before ballot
  • What level is the budget and what can it achieve over the development phase?
  • Can any demonstration projects be funded out of this budget?
  • What is the ratio of private to public funding? It is good to show that funding from both sectors can be obtained. A ratio of 1:1 is desirable
  • Is there sufficient leadership in place to drive the partnership? The chair should be a member of the local business community, well respected and able to drive things forward
  • Is there appropriate staffing in place? A mix of skills is required and with such a small staff team an ability for staff to multi-task is essential
