11. BID model
Has the partnership formalised its BID boundaries and levy rules?
Up to one year before ballot
  • Drawing the boundary for the BID requires consideration of a number of aspects as follows:
    • the strategic context of the area
    • the scope for the provision of services in terms of intensity and geographical coverage using the results from the perception analysis
    • the viability of the area in relation to levy income and cost of services
    • the level of need and degree of business interest in the area
  • From this exercise, a detailed analysis of the chosen area is required to arrive at the proposed levy rules. Issues to consider at this stage are:
    • the potential total rateable value and therefore likely annual income based on a number of possible levy rates
    • the total number of hereditaments and capacity to work with that size constituency through the ballot process
    • the mix of businesses within the area in terms of size and type
    • the number and size of charitable organisations that may be subject to a discount or exemption on their levy
